controling a server

hi guyz im new to this but me and my friend need help setting our clan server up.
we are renting a server from www.xomar.com
the problem is we can't control the server like example
we can't kick through the console we have to vote to kick and we can't change maps or put a password on the server

we would like some help

One suggestion is you create a custom rotation.cfg and add your private slot password and rcon password to it. Then submit it via email to your host server. Also getting someone on the phone would help alot. They should be providing you with what ever you need in this dept. if they will not provide an ftp, telnet, or putty connection.
