Using worm's map.cfg file

I'm noob when it comes to administering a CoD server and I want to use worm's suggested cfg file to make switching between gametypes and maps easier. The thing is I don't know where to add the *.cfg file. Is it to the end of the target line in the shortcut to codmp.exe? Also, I want to omit some of the maps in his provided script like pow. It looks like to me that he is just starting the default rotation with "vstr sd_maps".
