I would start in our guides section on how to use rcon and run a dedicated server.

The other part is how to be a good admin.

A good admin runs his or her server for their clan or clients (people playing on their server) to gather to have a fun night.

A good admin sets rules that not only everyone should abide by but is posted someplace where everyone can read them. How I hate going to a server named "Joe's game server" and then after waiting for the game to load, I am now told that I can not use a knife, I can not play x kit or any other restriction. You should always list them in your game name.

Be fare and don't accuse everyone who is better then you at cheating. It takes time and it's the main reason I started this site. After starting my first game server over at aliedassault.com, I had to learn everything and wanted to pass along that info to others.

be patient, take notes and find a couple good guys to help watch over the server. All the rest will come with some reading and learning along the way

Good luck, it can be very enjoyable.

I'll second RD's comments: when starting a game server, you kind of have to watch what's going on for awhile, either as spectator or player (more fun doing the latter, but you DO get distracted..:)).

There are all kinds of nutso players out there. You have to determine your rule set, AND publish them as RD said. Language, excessive chatting, arbitration between/among players (you know, the ridiculous arguments that crop up between players). You have to be prepared to kick and/or ban players who break the rules. Its hard to do, sometimes, because you want everyone to have a good time. But, you also have to bear in mind that a few players acting like children (and, some of the ARE children) can pull your whole server down to the point that no one wants to play. There's nothing worse than a published, dedicated server that no one plays on.

Acquire some helpful tools, like Rcon4CoD2 (out of game monitoring and adjustment), and Call of Duty 2 Rcon Tool (in-game)...both available here. Then, learn how to use them.
