If your trying to setup a dedicated game server on a windows box then you need to do the following:

2. Dedicated server running on Windows(R) 2003

Creating a Call Of Duty(R) 2 dedicated server requires the presence of a profile.
To manually create one, do the following:

Add "+set dedicated [1 = LAN, 2 = Internet]" to the shortcut for Multiplayer

Add the following folders:
[Call of Duty 2]\main\players
[Call of Duty 2]\main\players\[profile name] (Ex. [Call of Duty 2]\main\players\MyProfile)

Create a file named "active.txt" in "[Call of Duty 2]\main\players" with the profile
name in the first line.

Create a blank file named "config_mp.cfg" in [Call of Duty 2]\main\players\[profile name]

If done correctly, the user will get a message that the configuration has changed since the last
time Call of Duty 2 was last run. The user will be presented two options, YES and NO. Select YES to
have the correct config file automatically created for you. Once that has completed, you will be at
the dedicated server console.

I've made it eaiser, simply unzip this (http://www.fpsadmin.com/forum/showpost.php?p=42251&postcount=9) file to your main dir.

I did exactly like you said, but there is still cd key problem. ppl when joining geting error like cd key in use, somethink like that.

i found a solution

open
C:\WINDOWS\system32\drivers\etc\hosts

and add those two lines at the end:

127.0.0.1 cod2master.activision.com
127.0.0.1 cod2update.activision.com

Good luck getting your server to show in a browser.

Here i'd normally say something about the hard work of the devs, but i'm so pissed about the lack of PB i will remain silent.

i found a solution

open
C:\WINDOWS\system32\drivers\etc\hosts

127.0.0.1 cod2update.activision.com

FYI this is not something Activision and IW would recommend (believe me I was told back in the very early COD days :X ) and by doing this your server will not show up on the master game list.

This was a way for servers to bypass client checks, clients with illegal copies of the game, that is and is not recommended by IW, Activision and FPSadmin

If you only do the cod2master.activision.com Your server will show in the list.
I have done the same thing with my server look it up on the list Cracked CoD2-QrX Server 1 Gametype: S&D
But when they release cod2 in holland i will uncrack it.
